The surface looks like a normal paved driveway, but the joints and the base let rain soak through, which cuts puddles and runoff to the street. Driveway stormwater has to reach the legal point of discharge for your block, which the City of Whitehorse can confirm, and any new or wider crossover needs a council permit. For new homes and units, Victorian planning rules also expect at least 20% of the site to be left permeable, and permeable pavers can help meet that.
