Permeable paving works best on properties with reasonably well-draining subsoil and a base built to the correct depth and specification — this is where a lot of DIY and budget installs go wrong, since the drainage performance depends entirely on what's under the surface, not just the pavers themselves. Whether permeable is cheaper overall depends on your block.
